Long before shield generators were small enough to be used on ships, huge generators already existed on the surface of planets. These envelop the entire planet with a force field that can absorb enormous amounts of energy before collapsing. Smaller attacking fleets repeatedly fail against these shield domes. As technological development progresses, these shields can be strengthened further. Later, it is even possible to build a Large Shield Dome, which is even stronger. Only a single Small Shield Dome can be built per planet.
