A moon has no atmosphere at all, so a Moon Base must be built before it can be settled. This provides the necessary breathable air, gravity and warmth. The higher the expansion level of the Moon Base, the larger the area supplied with a biosphere. Each Moon Base level allows 3 fields to be built up to the maximum size of the moon. This is (diameter of the moon/1000)^2, with each level of the Moon Base itself also occupying one field. Once built, the Moon Base cannot be demolished again.
